1. Latest Rumour: The Labour Representation Committee here in Palmerston North has so I’m told recommended changes in its local body representative. Mr. Adrian Broad, who kept the Awapuni council seat warm while Marilyn Brown took a crack at the Rangitikei seat for Labour at the last general election, has as expected announced that he will not stand in Awapuni this year [All community groups breathe a sign of relief]. It is strongly rumoured that Marilyn Brown will attempt to regain her seat in Awapuni this year. The Awapuni Ward is a strong labour area. Many Labour members or supporters in the Ward feel badly let down by Adrian Broad’s continuation of Roger Douglas type policies. His exclusive support for the tight eight, his continued support for the Square Make over, the Esplanade ‘spend’ up and his strong support for the funding cuts to valuable community groups. This means he won’t be greatly missed. Maybe the Labour party should keep out of local Government? After all we don’t want to end up like Auckland do we?

Papaioea has new candidates who well understand council processes and are willing to put their names forward. The number of new Candidates standing in that Ward is now three. Hokowhitu looks good for new candidates. Jono Naylor is said to be standing in Papaioea Ward where he lives rather than in Hokowhitu or will he be brave and stand for Mayor alone? Takaro has the possibility of Alison Wall standing down and freeing herself from her burdens and there is also talk that Vaughan Dennison is looking toward the National Party for his future. Can you picture Vaughan and John Keys arm in arm? An Ashhurst rumour has it that Marilyn Craig is looking for a Ward to stand in.

From memory there was an anecdote about a lawyer by the name of Hanlon. It seems that when he sat down to a meal and said grace his colleagues inferred that he would say, "Let us prey" using the letter 'e'. Today I can see similarities between Hanlon and some members of council and its administration. Whenever the opportunity arises it appears the parish vultures rise up to prey on the more vulnerable members of the flock with regard to rates. The predatory years of 1990, 2004, 2005 come to mind and but for the more rational members of council may have succeeded. In 2004 it was considered fair to the land wealthy to double the Annual Charge. In 2007 it is now considered 'unfair' to even apply the Annual and Fixed Charges to some of the wealthiest properties in Palmerston North instead it is proposed that all these 'fair' charges be paid for by the more vulnerable after all there are lots more of them. Government didn't provide the rates rebate scheme simply for it to be passed on to those with incredible land wealth. [E Constantine] You may well be correct.

Firstly council told the citizens that nothing of an important nature could be changed from that already approved in the ten-year plan. It really gave those making submissions no options. How many times has Cr Cruden said publicly that the LTCCP is a Living document that can be changed at any time, but especially when it suits them. Fay Roy ‘I don’t know how many times dear Gordon has said what, but you sure have a point.

In glancing through this year's draft annual plan document does it appear to anyone else that it comes across as an exercise in money laundering or as some kind of city council shell game? So many financial amounts have been changed, moved or, in considerable numbers, 'reallocated'. No doubt some plausible reason is waiting to spread its wings but the fact is that deciphering where the money is going and what on becomes a nightmare to those who follow pet projects. 3. Hi Peter. ‘Performance & Audit Committee meets at long last’.

An Extraordinary meeting of the above committee is to be held on the 21st of May 07 at 5pm. Its purpose is to hear the code of conduct Complaint by Chris Teo-Sherrell: First item of business is to allow all councillors to take part and the second is to remove everybody including staff except the Committee Administrator and the Acting CEO. Chris and his supporter have to leave when told and so does the other party who is not named in the order paper. The other unnamed party is a member of the committee - how can he be told to leave? Regards, thanks for that, the public is allowed to attend while the move to part Two takes place. It would be normal for the person being complained about to depart and since the person is a councillor [Gordon Cruden] and the complaint concerns an email written by him naturally he couldn’t be a member of the jury. It has almost been a year since this complaint was lodged and since the email has been made public via the Manawatu Standard and the Local Government newsletter the case is well known. I doubt if a judge would recommend that this matter would be heard behind closed doors. I await the outcome with great interest. 4. You may have noticed that no councillor of the funding committee [Hornblow & Craig] or member has made public or even informed the groups concerned WHY the funding was cut or removed. For example why was Te Whare Akonga Open Learning Centre [TWA-OLC] completely removed? Some weak council members say ‘It was on the advice of the committee’, council employees say it’s because Councillors told us to do this. Cr. Naylor [Mayor wannabe] was quick to rush to the press say’s he will now seek other monies for the City Safe Trust, which is a 360 degree about face but still will not support the reinstatement of TWA-OLC funding. Why is this? Cr. Naylor has a nasty history of attempting to remove grants to community groups that he doesn’t like. I can only hope that Cr. Hornblow and those who voted to remove or lower grants will stand up and tell us WHY they did what they did. Many of us remember the complete back down by Naylor and Co over the pensioner parking issue a short while ago. I received an email and the writer stated, "I have heard that the funding pool may have been decreased from pre-contestable funding days, but have not yet managed to ascertain whether this is true. It seems to me that there has been a lot of wool pulled over people's eyes, but I am hopeful there will be some unraveling. We need to see a return to community accountability, partnerships based around trust and mutual support, and quality social reporting that means we are fully informed about the issues that face the members of our community. Cheers Meredith. Cr. Hornblow during Chris Teo-Sherrell’s submission made the statement, "Where have all the traditional values gone about cleaning up our streets?" Let me answer him since no one else did. To the same place that the values of accountability to the community, partnerships based around mutual support, and quality social reporting, trust and just plain honesty by our Councillors and their staff. How can Cr. Hornblow expect citizens to uphold traditional values [whatever they may be] when the council of which he is part, has long forgotten the meaning of the words.

5. Council has at long last caved in and placed an ad in the latest Tribune saying whom is on what committee regarding social and other grants [You can read it if you’ve got a magnifying glass]. Naturally they left out key information like who didn’t get a grant and those who had their usual grant chopped completely. I think this information was finally made public because of media pressure and maybe Wheeler’s Corner along with the weight and quality of some submissions to the DAP. I feel they are now attempting to share the blame for the totally unfair and covert system that presently exists. My message to council is simply this: "If this sudden and forced openness is an indicator of future behaviour then this is a victory for citizens and I say thank you. All you have to do now is to correct your heavy-handed removal of assistance to those groups whom without warning or discussion you placed in great jeopardy of closure. Our youth and these groups deserve at least this respect after the pressure you have brought to their highly valued community activities. Which I might add have been supported by you in the past. Maybe, just maybe there is a slight breeze of change drifting into the corridors of the council and the foolishness of ‘contestable’ funding can be blown out the window and replaced by honesty, openness and fair play".
