1. Why did the Major Grants Allocation Committee [Social area], fail to publish what the grants issued were to be used for, or who failed to get a grant, or who were first time recipients. Council also failed to inform citizens that other sources of funding grant requests was removed. I couldn’t locate a document relating to the Social sector grants in hard copy or on the council web site. It would appear that all discussions were held under part two [In secret]. Why? That is a fair question and it needs asking. Are councillors simply hiding behind part two to protect their election chances? I emailed the council and sought answers to the following questions.

1. How many applications were received requesting grants?

2. How many grants were not approved? [And if possible whom]

3. Which successful applications were first time applications?

4. In the Youth sector who were the three organisations who received grants in 05/06?

5. In which grouping was the 'Open Learning Centre' in 05/06 [Training, youth?]

6. Does the Employment Initiatives fund still exist? [The one ‘Genesis’ is normally funded from]

Here are its answers:

Hi Peter Happy to provide the following answers to your questions:

Total of 57 applications were received, 44 in the social category and 13 in the Leisure, Arts and Culture.
25 applicants were unsuccessful in the Social category, and 7 unsuccessful in the Leisure, Arts and Culture.
New groups not previously supported from this funding pool: 10 in the Social category and 1 in the Leisure, Arts and Culture.
Youth Groups in 05/06 were Highbury Whanau Centre, YOSS, and Youth-line (Kelvin Grove initiative).
Te Whare Akonga was grouped under training within the social category.
The Employment Initiatives Fund no longer exists. Genesis Trust would no longer have been able to apply to that fund anyway as the criteria only allowed groups to access this fund 3 times.
Hope this covers the information you wanted. Peter…[Genesis, I’m sure received this grant for more than 3 years…]

Why is this information important? I’m sure that many citizens, at least those that can afford to do so, would consider targeting supporting groups or organisations that they felt needed supporting especially since council without warning or consultation cut off their expected funding. We are all aware that specific councillors have sought to block funding to groups they may disagree with. Cr. Naylor for example, twice attempted to block funding to a group called PANIC, which had strong disagreements with Child Youth and Family with whom Cr. Naylor was once employed. It would seem that Te Whare Akonga Open Learning Centre was dumped from the training area and replaced by Genesis Trust which seeks employment for ex-prisoners, while the Open Learning Centre covers a much wider range of those in need of skills development. What concerns me as a citizen is the fact that until a professional social impact report is conducted the overall effect or flow on effect of removing all funding or part funding is unknown. The Mayor Heather Tanguay attempted to fix this only to be blocked by Cr. Naylor and the tight eight. This ad-hock approach is foolish and in real terms dangerous. It creates undue pressure on one section of our community by creating an overload on another. Just as ignoring public concern over multi million dollar projects can and does led to public debate, something we should not fear, but welcome. Assistance to the long-term welfare of our socially active and progressive community groups or organisations deserve open and transparent debate amongst us all. If we fear the truth as it appears the tight eight do, it is so easy to slip into half-truth mode and public relations dribble.

2. Michael Feyen has made public the fact that he is standing for Mayor. The last time he stood he ran a very close third to the present Mayor and Mark Bell-Booth. Right at this moment his opposition is the present Mayor Heather Tanguay and Cr. Jono Naylor who has been attempting to free himself from his connections to both the tight eight and his Bell-Booth connections. Others of course may join the race, but those who have strong links to the Square debacle I think should think twice but that is their choice. Put simply the difference between Michael Feyen and Jono Naylor is plain to see one, Jono depends on spin and claptrap, while Michael walks the talk. The contest between Heather and Michael is different, as the last election proved. It is both revealing and enjoyable to hear them go face to face and in any case you the citizens will make up your own minds. That’s democracy.

3. A key point for voters this election year is the plain and simply fact that changing the mayor often fails to change the policies followed by council. The last election was a prime example, by failing to toss out the tight eight we hugely restricted the real possibility to alter the direction of ‘spend big and pay later’ and secrecy. This has led to many business contractors doing very well, while small local business and citizens are left with the bill. The tight eight councillors after even a brief study of the voting patterns have voted in mass for the big ticket items like the Square make over [25 million] the Esplanade [was 20 million now 13 million] and the selling off of our green space. Even when the high court has ruled against the council, the tight eight has appealed against those rulings [Elmira Ave] costing thousands of extra hard earned dollars in legal fees. We should not forget just who the tight eight are, Cr. Gordon Cruden [once leader] Cr. Naylor, [now leader] Cr. Wall, Pope, Hornblow, Broad, Dennison, Jefferies and Podd. I know that’s nine, Cr. Broad was a late arrival…It is a time for change, real change by dumping the tight eight real change can take place and the mayor of your choice can with majority support make citizen supported changes to the way this city is governed. The CEO who ignored the mayor in real terms has departed. We can, should we desire, complete a clean sweep. I think the time is right to unite with a community focus, and willingness to work for all our citizens, young, old and in-between. While the council makes a big deal out of keeping the rates down to 8.9% this is still more than twice the rate of inflation this means that not once has this council ever kept its word regarding prudence in the area of high ticket items.

4. Cr. Wall pleaded with Ward Committee chairpersons not to keep making the point ‘that council had already made its mind up before hearing from Wards. With hands spread and tears about to flow she told how she really cared about what the wards had to say…she was heartbroken that her own ward, who elected her with just two thousand votes didn’t have a wonderful ward committee. Most of her tight eight mates were still getting over the loss of a key appointment by star of the week Cr. Naylor…So they ignored her plea, other councillors of both genders yawned. Members of the staff and the public looked bemused and muddled, at this kind and gentle new version of Cr. Wall. I decided it was time to leave after watching this film star like charm appear and hearing these wheedle words, I needed fresh air…Clare Hadley went of for another stroll at the same time...

5. Over heard at the café Macdonald:

‘What, did you think about last nights episode? [Council Meeting] asked a junior manager.

‘What about it? Said the assistant to the PR assistant.

‘When the member of the public said, ‘why don’t you keep walking to Rangitikei, to our boss’

‘Well she does move around a hell of a lot during meetings’,

I thought she would have stopped that behaviour once the CEO packed it in. I mean who is there left to impress?

Speaking of our new big boss, I see the tight eight controls the committee that selects who gets the job, do you think they’ll make the same mistake again?

Who knows with this mob. Look at that poor woman, who lives in Dittmer Drive, Vivienne Hill, she was told by Graeme Tong, that she had to accept what he did in Dittmer Drive! Nope, it’s signed, sealed and delivered. So bad luck Vivienne! Go talk to our new CEO…
