Pre school education promotion: Groups One, Two and Three

From 2000 the Ministry of Education in Aotearoa New Zealand began to set up programmes that encouraged preschool enrolment. I was part of one such programme in the Manawatu.

Ministry strategy had been to target Maori and Polynesian preschoolers and to those in isolated rural communities.

All contractors were encouraged to work to their strengths and I specialised in solo dads. My method was a door to door approach which I had developed in political marketing work. For the first two years I was on my own. In Year Three the team was expanded to three people and the area expanded to include he Horowhenua. In Year Four the team was reduced to three and the area cut back to the Manawatu. What follows stays with Year One and Two.

It became apparent that transience was a major issue. This was complicated where two parents in different parts of the country often swap custody of children. This leads to a lot of changing schools, including preschools. Often the parents were offside with Housing Corporation and were living in what might be described as rural slums in beachside settlements. One solo dad with six children moved at least once a year. Each move was across school zones. This meant thirty six changes of schools within the family. Correspondence school was an option taken up by several families usually on the grounds that children 'would not settle'. There were also health difficulties with matters like reading glasses not being resolved between schools.

This group always seemed to know one another. They could be characterised as a subculture within the wider set of parents. It seemed to me that the parents and their children might be divided into three groups. Group One who would always send their children to preschool, Group Two who might and Group Three who probably would not.


Each group required a different strategy,. I concentrated on strategies for Group Three. These strategies required q lot of face to face contact with the parents and a lot of 'buddy work' which involved going to meetings with preschool workers as a buddy or support person of the parent. Contact with the parents involved going to their houses for cups of tea, encouraging the parents to make contact with the appropriate people for their childrens' needs and sitting with the parents as they talked with these specialists.
