I presented this to the CSC monthly meeting [Friday 18th May 2007] the outcome was that the CSC will hold a special meeting regarding this matter. I would strongly reccommend that you attend this meeting. The actual date has still to be decided but I would suggest that you email the CSC asking for the date: pncsc@inspire.net.nz

NOTICE OF MOTION ‘I move that: The Community Services Council seeks that the PNCC review its recent allocation of funding to community applicants: and that the funding allocation for this purpose be increased.

2. That the allocation of funding be based on the following criteria:

An expectation by groups already receiving funding.
Expectation by groups applying for the first time.
Based on a social impact report for all groups applying.
3, Where grants [past] are reduced or new applications rejected that the organisations or groups are informed in writing of the reasons for those reductions or rejections and that they be given time to speak to their concerns and

4. That all Key Result Areas for the groups or organisations and the council be agreed by negotiations and be based on measurable factors.

The reason for this request is based on the confusion and negative morale effect of the present system as witnessed over the past two weeks. During which various groups were forced to make submissions to the PNCC during the DAP process, without the knowledge as to why their grants where cut or removed altogether.

This process allows the groups or organisations to address the councillors during the above process knowing why the cuts or total rejection took place.

Currently the councillors don’t know why grants were cut or refused. This indicates clearly that their minds are already made up and that their investigation is restricted by the part two rules which is without doubt against the policy of keeping an open mind until submissions have been presented and heard.

The present system and policy turns groups against groups rather than putting the responsibility in the lap of the councillors as an elected body. It means valuable community time is spend by the groups who received a grant and those who were cut arguing amongst themselves rather than serving the people who use their services.

It is requested that the CSC Collective present this NOM to the Mayor.
