This Week: Wheeler’s Corner special on the slashing of community grants and response to Wheeler’s Corner plea.

Below is the absolutely brilliant submission by the Youth One Stop Shop, presented to the PNCC by Trissel Mayor (Director) & Jane Derbyshire (Chairperson) If ever there was a model of openness and transparency this is it.

‘It is difficult to be humble, graceful or grateful when your funding is cut by 50%. Instead we feel under-valued, anxious and angry about the decrease in funding to youth services in the city and specifically to YOSS. Maybe it will now take another tragedy for the gap in youth services to be highlighted to a sufficient level.

We appreciate the difficult process of the major grants funding process and the significant investment that is still given to young people, other communities and population groups in the City. However, we believe that it was a conscious decision by PNCC management to open the ‘funding floodgates’ through the major grants funding process to justify cutting funding to existing groups (confirmed by the City Manager in a verbal discussion on 17 January 2007). We believe that through the process of accepting the new Community Development Policy and Funding Policy that this process was well orchestrated despite its obvious flaws.

The argument that PNCC had no idea of the amount of money that would be applied for is unfounded. On several occasions this was raised and discussed in 2006 with PNCC staff and officials, along with the suggestion of a tight funding framework being used to guide the process.

We also suggest that the process was not an example of transparency or accountability that PNCC should be role modeling, especially to the groups that it does fund and the expectations that are placed on them in return.

We assume that PNCC management and publicly elected Councillors are all happy with the process and the outcomes, as a Committee of Council passed it. Unfortunately – it is the elected officials that will be held accountable for this process through the next election process.

We make this submission to ensure that PNCC understands that funding cuts of 50% will be the demise of organisations – whether they are strong, financially viable or needed in the City. The expectation that shortfalls are managed through other, or alternative funding, means is unrealistic and naïve as it is our experience from sitting on funding allocation committees at both local and regional levels that all funding pools are ‘drying up’. There are also decreasing levels of funding to not-for-profit groups, especially to groups that do not belong to a national body.

The idea of mass collaboration of organisations with similar goals and visions versus commercialized individual group competition is idealistic (and one is which the latter was caused by funders in the first place), and in our experience only leads to more reduction in funding across all sectors. It is also our experience that funders do not understand the dynamics of collaborative ventures or value them as yet, which provides an unsafe context for groups to do this within.

We suggest that the Youth One Stop Shop has made significant effort over the 13-year partnership with PNCC to decrease our dependence on funding. We have decreased from the initial 100% funding to the current 14% funding. It is our proposition that YOSS has ensured that it has already looked to other funders in order not to rely solely on PNCC funding. However, YOSS has now exhausted all avenues of alternative funding and is reliant on the 14% funding from you.

It is requested that YOSS funding be reviewed in order to ensure we can keep contributing to the City at our current standard.

We wish to ensure that PNCC is fully aware of the implications of a funding cut to YOSS:

333 less young people will have access to our services in year 1
500 young people will be unable to access our services in year 2
666 young people will be unable to access our services in year 3.
The reduction in PNCC funding affects the foundation of YOSS and our ability to deliver all services. All of YOSS current services are now at risk.
Current other funders of YOSS have been very clear that no further funding for youth services will be made into Palmerston North within the short to medium term (i.e. 3 years) as they focus on rural areas.
Alternative funding will be sought for the 2007/2008 year. However longer term, we are unsure if it is viable to run the current service on projected funding levels.
We also remain unconvinced that it is not PNCC’s role to provide leadership around the development of a City Youth Strategy (not a PNCC Youth Strategy) and urge PNCC to look at the role that other local authorities are taking in youth development (e.g. Christchurch).

We are concerned about reduced funding to HWC and the Safe City Hosts. People must come first in the City and must be prioritised in the Draft Annual Plan and LTCCP (instead of City Heart and CBD Reviatislisation for instance). Palmerston North will not reach it’s vision for the future if citizens are not safe, healthy and participating in the community. Basic human needs must come first.

RECCOMENDATIONS:

1) Increase funding to major grants in the draft Annual Plan and in the LTCCP to be reflective of the need, around the sum of $700,000.00 per year, including consideration of the amount granted to YOSS.

2) Future funding processes that include applications or tendering are transparent i.e. will include a funding framework on funding priorities. Members of a decision-making panel should also be made public (this is normal funding committee practice and is based on accountability. If the framework is transparent, there is no need to keep the names of decision-makers private to protect them from criticism or nepotism).

3) Future funding processes provide an opportunity for applicants to provide further information via presentations or interview process and decreases reliance on a written application process (addresses issues of equity and access). This also gives the people making decisions more information.

4) PNCC initiates the immediate development of a citywide Youth Strategy with other statutory organizations, community organizations and young people.

5) The Draft Annual Plan and LTCCP are re-prioritised to address the basic needs of people e.g. Profit from sales of assets are prioritised for re-investment into people.

I received this in response to my plea it is expressing my views fully. I believe it also expresses the views of many within our communities.

Hi Peter,

As you will be aware funding and support for community groups is something I am very passionate about and I have been following the funding debacle with some interest.

The Awapuni Ward Committee tried repeatedly to raise the foolhardiness of this type of funding to no avail - you may recall that when we made a submission about contestable funding last year the only officer feedback we got was that our comments were 'speculative'. While I have concern for the community groups whose funding was cut, I cannot endorse the proposal that other groups should give up some of their funding. I have a number of reasons for this: - Many groups already feel enormous guilt that they were among the 'lucky ones' and this only creates further pressure for people who already work incredibly hard for the community. - Most community groups are already operating on a minimum and have not had increases in Council funding for many years - should they then have to give up their funding to groups that may or may not be experiencing the same degree of hardship. - This unofficial 'redistribution' of funding removes the pressure from Council to address problems that they have caused. Remember that Councillors made the decision to move community group funding from a scenario where allocation of funding was a democratically considered process. (I.e. full Council could participate) Based on the relationship that they had built up over time with community groups to a scenario where the power was delegated to a select group appointed by staff. Councillors devolved one of the key expectations that the community has of them to a group that is not answerable to the community. It is Councillors that must resolve the fallout from this decision. Jono Naylor's proposal to find funding for the Safe City Hosts from elsewhere indicates he is already prepared to subvert the system so carefully created to remove power from Councillors. If he has so little faith in the 'contestable funding process' he should request that Council go back to the drawing board for all community groups and not just isolate one group for favouritism. Community Groups should be encouraged to work together and support each other to overturn this poorly designed process. They should not be required to reduce the funding that they receive from Council and thereby remove the necessity for Councillors to face up to the havoc they have wreaked in the community and be let off the hook for devolving their responsibilities. Regards, I agree completely with your thoughts, my comments were designed to achieve the mobilisation of community groups in the direction you suggest.

Voting against the cuts by rejecting the committee recommendations Heather Tanguay, Claridge, Findlay, Kelly, Ian Cruden, and Etheridge. [Note, if voting is incorrect could councillors please inform me and I will publish a correction]
