1. The Performance and Review committee members are mostly members of the tight eight except for the Mayor and Cr. Pat Kelly. On Monday at Cr. Gordon Cruden’s code of conduct hearing Cr. Wall, Pope & Jefferies united to block other attending councillors from voting and therefor gained control over the committee. Joined by Cr. Naylor they then used their combined power to ensure the public could not remain. Councillor’s Wall, Pope, Jefferies and now Naylor revealed their true colours by this manipulation and unusual move. Cr. Gordon Cruden after saying publicly in the Standard ‘that he was happy to be heard in public’ said nothing. His silence was as loud as a Boom-Boom box being played at a teenage party. This meant that Naylor, Wall, Pope and Jefferies had no faith in those councillors who did attend hoping to play a part. The councillors denied the right vote were Cr. Ian Cruden, Ann Podd, Lew Findlay and Phil Etheridge. These councillors had they been allowed to vote along with the Chairperson out numbered the tight eight.
Chris Teo-Sherrell argued that since both he and Gordon Cruden were happy to have the hearing heard in public then those councillors able to vote should vote accordingly. Alas Gordon stayed silent [for once]. I doubt if his mates will even give him a wrap over the hand with a wet bus ticket. The guilt or innocence of Gordon Cruden may never be known…so you the public like Chris are effectively muzzled yet again. Thank God its election year!
2. The Red Cross regards poverty in New Zealand so seriously that it is about to 'start serving up breakfast to the country's growing underclass' according to news reports. The charity says that it is 'interesting' - which is perhaps a euphemism for 'shameful' - that an 'agency, well known for its work in grief and poverty-stricken regions such as Darfur, had identified a need within NZ. It says a programme is urgently needed in the 270-decile 1 schools because 10% of children are arriving to school hungry. Meanwhile Labour has announced that 'it is prepared to work with South Island high country leaseholders who find new rents too high', because these (rather wealthy?) farmers are suddenly finding that their leases are being subjected to market rates after 11 years without adjustment. Labour has indicated their willingness to step in and provide subsidies in the form of lower rents. Yet Labour's traditional and (taken for granted?) constituency [low-income earners] are struggling to keep up with rising prices. According to the article Families stretched as bills keep coming, which says 'Massive price jumps in household essentials, with some basics up 34 per cent, are forcing middle-income Kiwi families on to the breadline - and have swallowed up the extra funds from the Government's Working for Families scheme.' One agency says they have seen a 210% increase in families needing help. This means that community organisations, which serve the area of youth and Maori, are being put under pressure to continue their little or no cost programmes. Canceling council grants places groups such as these in jeopardy. Even greater are the long term effects as communities attempt to repair the damage done by such negative actions. These outcomes are the result of national government and local government short sightedness and the blame can be clearly and correctly put at their doors.
In the NZ Heralds’: Plight of most vulnerable unchanged by tax credits St John and Poletti state that that the tax system has worked against the poor. Due to the Government failing to adjust the thresholds: ‘The lowest tax threshold of 15 per cent for incomes up to $9500 has not been unadjusted since 1988, and now should be $18,000’. All this shows that Labour’s left sounding and highly trumpeted schemes are simply not working.
3. Council hoodwinks the community: I’ve been informed that council staff approached many community groups late last year and early this year suggesting and encouraging them to apply for grants. It is said that over forty or more groups or organisations applied and that a large number of these new applicants received no grant [21]. It is believed that many got their hopes up only to be rejected. None were told that the money actually available was less than before or that they would be entering into a contestable process that was untried. The word contestable is a misnomer, of course funding is contestable in one sense, but when groups who have successfully received grants based on past performance are cut off without reason or warning the grant system becomes a tool of compliance or even blackmail. That word may be strong but it is realistic to those involved. After receiving a grant for sixteen years it naturally becomes an expectation.
Council failed to carry out any social impact report on the outcomes of removing funding from those groups that had a long-term agreement with council. Two or three years ago the CEO [Paul Wylie] restructured the Community Development arm of council in a attempt to reduce costs. He put the One Hundred thousand dollars saved up for grabs to calm down the opposition. Later when some, but not all, gave in, a new policy was introduced and its effect is now being seen. It is little use for Cr. Hornblow to blow his horn in the local paper about how much council is doing for youth in the city. His rose coloured glasses version that council loves youth is nothing more that PR dribble.
This city had a real and long-term problem with Glue Sniffing and it called on a group to help and yet now that very same group that came to their aid have had their funding slashed this proves where the insincerity of some. All this goodwill built up over many years of hard grind has been blown away. Council should in my view remove a large hunk of the ‘Vision Manawatu’ [one and a half million dollars] funding so that a ‘citizen’s’ rather than a ‘business’ alone ‘Vision’ can continue. It is people that make this city what it is! Not concrete Squares and new council reception areas or companies that exploit cheap overseas labour, youth wages and our environment.
Stop telling the people what they need and listen to what the people say. The big difference is the use of the words ‘Need and Want’ The last time the citizens were asked by the PN Residents Association they gave clear and concise answers, A second Bridge, Clean Water, Fair Rates, safe roads, footpaths and a transparent community development plan. A Square Make over was the last thing on their mind, yet that’s what they got! All twenty five million dollars worth and now they’ve got a thirteen Million dollar Esplanade Phoenix Rebirthing Project dreamed up by a departing CEO and rubbish bags at a dollar plus each! I realise fully about capital expenditure and operating expenses and that capital expenditure is paid for by loans, but I also understand that if you don’t need to borrow you don’t have to pay interest out of operating expenses. While the council in Saturdays Manawatu Standard attempted to fudge this, as an excuse for cutting funding it simply won’t wash. Mudding the river doesn’t remove the pollution and make it disappear, it just delays the problem for another day. When will council simply admit it made a huge mistake and fix the problem. The Square, Dittmer Drive, Elmira Ave, The Closing of Milson Line, Community grants what’s next?
4. On Tuesday at 5.30pm over sixty individuals came to hear the plight that the YOSS now faces because of the recommendation from the depleted and almost nonexistent community development section of the PNCC. Two Councillors [Cr. Kelly & Naylor] bothered to turn up along with the Mayor. Most sat rapt as the structure, organisation and operation were explained. It was for many a shock to learn the size and importance of its work. The Mayor reported that she will fight to get their funding restored. Cr. Naylor said, even after listening to various speakers explain how interconnected the various groups in the city are, and that if you take from one you overload another, he [Naylor] supported the Mayor regarding the YOSS and the HWC but only for those two groups. Where were those Councillors who voted for reducing the grants? Cr. Pope, Gordon Cruden, Hornblow, Dennison, Wall, Broad, Craig and Jefferies. I don’t know for sure but these councillors should get off their backside and go and see the work being done by YOSS, HWC and the Te Whare Akonga Open Learning Centre [TWAOLC]. All these groups need a solid base to operate from. To suggest that these group don’t work their butts off raising funds, look at the figures, the YOSS grant from council is only 17% of its total funding. Jono Naylor when he addressed the crowd in his best possible I wannabe mayoral voice sat on the fence by denying the value of groups like TWAOLC and the Street Van Service. The city police youth officer pointed out how valuable the services provided by all the groups that support youth was and is. Other speakers discussed how shallow the council decision was. The YOSS team listened politely to all suggestions. They were most successful at informing those present of both the circumstances caused by council and of their need to secure long term base funding. I thank Jane Derbyshire and Trissel Mayor and all the team for a wonderful presentation. I think I’m speaking for all those who attended when I state, ‘we value your work and we now understand fully your plight. The elder community united and saved their parking and I believe Youth and a caring community can unite to ensure your work continues.
My God was so moved by the YOSS presentation [she was sitting in the back row] that she ordered me to get off my backside and learn more about the youth of this wonderful city of ours.
‘He aha te mea nui o te ao? He tangata, he tangata, he tangata! What is the most important thing in the world? It is people, people, people!
